Mario Kart Mega - Koopa Beach (aka Nokonoko Course or Split-Up Beach) fixes

I fixed the respawns (yay), the trees, the Goomba, the part of ground where you fall through (well, strictly speaking Jimbo390 did that) and the bottom screen map.
MKDasher never actually gave a tutorial on this, he only hinted that there were bytes missing in the KTPJ section of the NKM file. I then also realized that it was the respawn IDs that were missing.

@xXchainchomp01 Yes, I fixed the respawns on Pipe Place too, and this hack has the Chain Chomp item in it, but since I was in Time Trial mode, you don't get item boxes.

@thomas1999 User called ultrasn0w on DSHack Forum has replaced the model for the Bullet Bill with an imported Chain Chomp one from Mario Kart Double Dash.

@mkdasher And I even reversed the respawn on WP Beta, and fixed the one on Luigi_Course and the ones on Dokan Course.
