A lot do disagree, even during the Budget division, a couple of Lib Dems ignored their Whips and rebelled. They'll continue to do so as will Conservative members who are bound to vote against the AV referendum. None of these people will have the whip withdrawn.

And on an outside note, if everyone refused to vote for Cameron's Cabinet Ministers, do you really think that the same policies would emerge? Would, for example, Gove's academy project exist? Would we have an AV referendum debated?
