Its this the same procedure to build a 27" wheel?

so after using the screw driver at the end to screw the nipples, the rim wont swivel when spinning right?

after you done putting the spokes in do you have to turn every spoke, for example half a turn every spoke you got in the wheel for like 6 times or something could you please help me ?
P.S is this 3 cross pattern ?
