Its because a lot of Tibetans moved to Dharamshala and Mcleodganj during the Chinese takeover of Tibet. SO there is a lot of Tibetan culture in this area.

they are, a lot of tibetans if you notice are not fair !!! But i would say a majority of north indians are fair skinned...
