He didn't mean converting the Island into 1 country. That's not it. He meant free circulation between the two countries, just like Canadians and Americans circulate on their respective territories without any trouble (With just a driving license). He even realized that the problem preventing this are Haitians themselves... In the future this could be very nice, after rising up Haiti's economy and education, reducing the gap existing facing the Dominican Republic.
