The belt has slack which causes the pulley on the motor to not move the belt. When you wish to engage the hammer, you push down on the lever which pushes a third pulley up into the belt, creating tension. This in turn allows sufficient friction on the motor pulley to move the belt which will move the hammer pulley making the hammer go up and down.
