Actually these AREN'T "bloopers." Bloopers generally refer to a mistake on-air. Clearly, in all of these cases, the on-air reporters/anchors were PREPARING to go on the air. It's known in our business as the "preset" position.

More specifically, you see that "Newsnet" logo at the end? That's probably where the reel came from. Live feeds and reports from various CBS affiliates are tracked through here for use in any CBS affiliate's newscast, sometimes maybe even on the CBS Evening News. These are blooper clips from the live feeds, before the reporters actually go live with their report.

I think it's bloody brilliant! I worked at KCBS in the KNXT days, it was stuff like this that made working there (at times) bearable!
