He's Alastair Pirrie and the programme was Razzmatazz (kids programme on ITV).
Duran were on it promoting Arena and performed The Wild Boys.
Don't think the "Hit List" thing lasted for more than a series. I'll never forget Noddy Holder picking a song by The Smiths called "Jeane" and also slagging off Bob Geldof (a few years before Live Aid)
Pretty much every U.K. band was on this programme if they were in the charts.

Does anyone know the name of the guy interviewing Simon? I vaguely remember him from the 80's & I do recognise his face - but his name just seems to have escaped me! :-/
