@mgmmac36 This was the anniversary of D-Day, which is not officially recognized by order of the President of the United States, as a "half-staff" day. These ROTC cadets offered this flag ceremony to add a touch of honor and respect to that day. It was done at a private residence as an observance of a day mostly forgotten by most Americans.
