It is interesting that from inside the dome looking up it clearly resembles an eye looking at you no matter where you go. If you look at the lawn leading up to the capital building the paths resemble a pyramid with the dome occupying the tip of the pyramid. So you have an esoteric pyramid with an all-seeing-eye at its tip represented through the lawn and the dome.
