@mccainisthrough On 9/11, George W. Bush clearly chose to stay calm and finish up his Florida classroom obligations instead of reacting out of panic. John Kerry even admitted (as a senator during 9/11) that he couldn't think straight right after he heard the shocking news.

Also, I think the bodyguards were probably surprised by the first throw, but they probably didn't like Bush so they let the second shoe fly. Still, anything thrown at any President (even if Bush Jr. was a douchebag) should result in immediate action by the Secret Service.
