It's a pretty sophisticated cover. The way to sell it is 'geoengineering' or combating global warming by 'suncreening' the sky with aluminum oxide. The people involved in this spraying beleive the "man made global warming" hoax; they are spraying for our own good before the climate goes crazy or so they think. What they're really doing (blindly) is making the atmosphere more conductive to electricity (barium, strontium, aluminum) so that haarp energy can be carried & directed over a wide area.
