It's there for Dynamic Brake power (and backup) only. The CP steam heat/power car is used for power on the train. GP38-2s aren't capable of HEP, like the AMTK P42s are...
The 2816 is doing it all on it's own.

It's not that they cheat. This 2816 is fully capable of hauling a train on it's own. Like neonstratus guy said, it's where they are. On the line this was video was shot, this is CP's main, and they cannot have a stranded train blocking all that revenue traffic, so they have the diesel right there if the steam failed. If you notice in the run-bys, the diesel is just idling. The diesel may be also may be supplying electrical power to the cars. You see UP do this also.

when they had it at shoreham it ran on its own power for a railfan special to dresser trap rock and back, its amazing it burns 100 gallons of deisel fuel a mile!!!!!!

Actually, it depends on where it is & what it's hauling.
I have a video of it from 2004 where she travelled from Montreal to Toronto by herself.
