No, the Corgi is attempting to play. It is attempting to initiate a play response from the robot (play posture, invitation by muzzle thrusts), but the robot does not behave as a normal dog would. The Corgi persists (muzzle thrusts), but the robot just does its dumb act. The Corgi doesn't get aggressive though, showing much patience.
The Corgi knows "dog" better than us.

Take cutie Mittens to the dog park, she really does need to be with other dogs sometimes. It's so good for them when it's done right. Do it gradually, maybe starting with walking her on lead past the dog park, outside where there are no dogs but she can see all the dogs. Etc. Socialize her, she'll love it, and be an even better dog!
