Actually the Jungle Book recycled scenes from this, it was released before the Jungle Book, and animation is expensive and time consuming especially traditional hand drawn animation such as this, so every frame is extremely expensive. I commend Disney on recycling, it's very resourceful.

This was Disney's first foray into the use of "Xerography" for animation.
This system allowed the animation clean up people to transfer the exact line drawings from the animators to the acetate which would be painted.
This took a lot of pressure off the women that had to laboriously copy every line from the animation drawing, by hand inking.
Disney used this system from 1959 through the mid 80's.
Don't be so quick to put this film down.
