Its only the buildings at a distance, was in a bit of a rush and unable to capture of course the dramas that go on all the time, litter of drug-related paraphernalia, drug dealing, crime, drug use, fighting, public intoxication etc.
It used to be that many incoming tenants were low-income workers and retired people, now all the priority ones get it ahead of the rest so there's all these abos, druggies, recently released ex-prisoners, people with big mental issues and other ferals from city and country. A few retired and disabled people qualify now if they have high needs.
Following robust police law enforcement against distribution of heroin in a nearby area known as "The Block" a riot ensued and nearby roads and streets were all closed until order was restored, after several hours.
All these areas attract a high number of daily visitors entering the area to obtain and use drugs, as well as drug paraphernalia. A considerable number also enter to access other services such as mental services, aboriginal services, methadone clinics, drug services etc.
Do yourself a favour if considering moving into such housing, research if any such facilities are nearby. Such facilities also influence the movement of housing applicants and housing transferring tenants who often seek out homes with are close by, as the overwhelming majority access the services by foot or public transport.
It is a legacy of successive failures by past governments in putting so many of these homes together, and allowing it to run down and stock to be reduced so that only the most marginal and extreme would have a chance of getting it when regular law abiding folk have to wait over a decade or they live there, put up with way too much shite.

I was born and raised in the 'Captain cook' flats until i was 12. The towers, and the waterloo area, hold special memories for me. I went to back there last year, with $4000 worth of camera gear around my neck, to photograph my memories. My fear and trepidation before this excursion was unfounded. In my childhood there were large groups of males 'hanging around' causing trouble. Not so a year ago. The area seemed to be calm and gentrified.
