  • This man is wrong.

    First, the first ten amendments are not a bill of rights.

    The Constitution does not grant nor does it enumerate the Peoples rights.

    The Constitution DOES enumerate the rights of Government:

    Art 1 section 8 lists the 17 powers of congress.

    Art 1 Sec 9 and the first 10 amendments limits how those powers are exercised.
