I don't think so. Much of Jazz's popularity can be credited to Louis Armstron, he was on the rise of success in the 20's. Frank Sinatra was good, but he was doing what everyone else was doing at the time (Dean Martin, Tony Bennett etc.) And while he had amazing charisma, he is just a celebrity in jazz history, whereas without Loius, jazz music may never have reached the popularity it did. SO I would definelty crown Louis king of jazz, and Frank is maybe a duke or something =D
