I hate to break it to everyone, but that $500 mil is a capital expense, granted to BART by the federal government. Those capital funds come in the form of a specialized grant and can NOT be reapportioned per federal law.
You know, I'm sorry that you guys are losing contributions to your second pension plan, but ATU 1555 MUST realize that they have it SO MUCH BETTER than a lot of other union employees. Look at organized retail labor for example. For non-union retail, well, THEY GET BONED.

BART losing money and its employees are demanding pay raises? Now they are striking on 8/17/2009.
