He is a ghost. Look at the spectre artwork. He woulb be tall as protoss have claws and carry a big-ass sniper-rifle attached to his hand.

@Alex06CoSonic Gabriel Tosh wasn't referring to Matt Horner, he was basically saying, "you can't keep hiding forever".
Also, given the novels that describe Matt Horner's past life, I'm willing to bet he's not an agent for Mengsk.

"You can't stay cloaked" - This makes me think that Matt Horner is an agent of the Dominion that's spying on Raynor and directing him in his campaign. Perhaps he was placed there by Arcturus' son.
