They probably monitor the toilets for drug deals and illicit sex. If it's drugs, they electronically lock it down so the criminals inside are trapped until the police arrive (and hopefully they won't dispose of the evidence by flushing the drugs down the toilet). For sexual shenanigans, they just feed the video onto the big screen at a nearby theater, and people pay to watch. That's why they didn't have to charge for the toilet itself.
