Simpson is a killer. He goes beyong bullying and it's all because he has weaker men who back him up. It's only when strong people that break that cycle that bullies can be handled as they should be. If all of them would have gone to the Captain what happens now, wouldn't have happened. Some people are just this worthless and will be rememebered for the black hole they are. Their heritage is only in the memories of those living. Horatio doesn't forget anything. It makes him a better man.
