At least for the first time the raiders were defeated. Give the residents of these boarder areas guns and deploy more security forces in these areas. If govt policy is more proactive on this issue, I beleive it would pre-empt attacks. They are attacked coz the raiders know their weakness, which is; they dont have weapons and ammunition like we do so they obviously can't put up a formidable defence.
