Warning: Do not watch this video if you have photosensitive epilepsy! Otherwise, enjoy this example of a modern fluorescent lamp that still uses a pre-heat ballast. It actually blinks a bit too much for my liking, probably due to the small size of the bulb and/or ballast. It uses a 13-watt 6500K "daylight" bulb, that is supposed to be the equivalent of a 60-watt incandescent lamp. It gives off a bluish hue, but has good color rendering.

Sounds like the preheat is a piece of crap or something. IDK I don't know much about flouresents.
Thier was this floresent light in my school that would blink like crazy. It was like a strobe light.

I have a desk lamp at work, about 3 years old. Same bulb and possibly same ballast. Does the same thing upon startup.

Apart from the fact that this is a ballest type light, and not one of the new ones that doesn't flicker, it's not a bad light, it looks quite compact, just how new is that lamp?

It is a few years old. Since it is in a south-facing room, the outside plastic of its casing has already started to yellow due to sunlight exposure. But you can still buy this same model of lamp brand new today.
