The inches per gallon rule is a good rule of thumb. However, surface area is far more importent than te total volume of water. A 10 gallon tank culd be very tall and narrow or very shallow and broad. the bigger you surface area, the more oxygen the fish will recieve. Also the better your filteration, the higher your stocking levels can be. A last point is to do with where the fish swim. Aim for a good mix of top middle and bottom dwellers. This way you won't overcrowd any part of your tank.
