Hemorrhage (Passive):
Darius aims his attacks strategically, causing his target bleed. This effect stacks up to five times.

Decimate:
Deals 70/105/140/175/210 (+0.7) physical damage to all nearby enemies in a circle. Champions in the outer half of the ability are struck by the blade, taking 50% additional damage.

Crippling Strike:
The next basic attack deals 120/140/160/180/200% damage and slows the target's movement and attack speed by 20/25/30/35/40% for 2 seconds. Crippling Strike's cooldown is reduced by 1 second for each stack of Hemorrhage on the target.

Apprehend:
Passive: Grants 5/10/15/20/25% armor penetration.
Active: Pulls in all enemies in front of Darius.

Noxian Guillotine:
Leaps to target enemy champion and strikes a lethal blow, dealing 160/250/340 (+1.2) true damage. For each stack of Hemorrhage on the target, Noxian Guillotine deals an additional 20% damage. The cooldown is refreshed if Noxian Guillotine kills the target.

Popular demand isnt always the reason behind a nerf, but its a big part of the feedback they get, so they have to take it into account. Since Riot's care alot about Competitive play, they focus their attention mostly on tournaments when it comes to nerfs. Then they compare results with the casual players (wooden division) and high elo players to see what would accomodate everyone if thats even possible and then do the changes they believe will be most efficient.

Eve's problem was that her ult synergyzed too well with the revamped DFG. (remember DFG got reworked after she did) She was annoying to deal with and had great snowball potential but Riot fixed it. But she doesnt come close to most of these so called "OP" champs. She still had multiple counters back then and would excel mostly in solo queue because of the lack of communication.

There will always be this particular champion that will be annoying as fuck to deal with, but that doestn last forever. Sooner or later, when your champion pool gets bigger, you start pubstomping on these guys like there was no problem in the first place. Remember Tryndamere? boy what happened to him? he was the most OP champ needed tons of nerfs, then he was shitty with all the bruisers that came out, then people started playing him AP again and hes back to opiness, now hes trash again.
