Well these "Jewish Gangs" would live this poor man and his family alone if it wasn't the case that Arab gangs who controlled the road to Jerusalem targeted every Jewish vehicle that tried to reach Jerusalem, and starved the Jewish neighborhoods in Jerusalem almost to death.
