A longstanding system of rent controls, absentee landlords, and years of neglect have led to the decline of one of Cairo's historic districts, Darb al-Ahmar. The Aga Khan Trust for Culture has embarked on an innovative housing initiative that is transforming this section of Cairo.
On one side of Al-Azhar Park is the restored twelfth-century Ayyubid wall that surrounded ancient Cairo. On the other side of this wall is the poor and working-class neighborhood of Darb al-Ahmar. The antiquities laws barred residents who lived along the wall from repairing their homes or building new ones.
City planners decided the only way to preserve the wall was to force residents out. They used antiquities laws to halt any repair or reconstruction of apartment buildings, which they believed would force long-term tenants to leave the dilapidated neighborhood. But with rent-controlled apartments, few tenants could afford to leave. The Aga Khan Trust for Culture, which developed Al-Azhar Park, stepped in. The Trust set up a fund to help the community rebuild. The Aga Khan Trust pays seventy percent of the cost of restoration. Tenants pay the remaining thirty percent.
Aisha, a tenant on 28 Darb Shughlan St., says her building was in such poor condition that it was in danger of falling down. "We were not living in security before," she said. When it rained we left the house because we were afraid it would collapse."
Three families lived on each floor of one tenement built against the Ayyubid wall, which is being renovated, says site engineer Mohamed Abdul Sattar. Each floor had a shared bathroom. In the redesign of the century-old building, each apartment now has its own bathroom.
But even before construction work can even start there are the bureaucratic challenges of dealing with authorities and local officials. And negotiations with landlords and tenants may take several months to a couple of years. But without revitalization efforts like these, Darb al-Ahmar could have been a living testament to the blight of urban decay. Instead, it's a catalyst for change.
The Aga Khan Trust for Culture hopes that upgrading the area with new homes, a park, and the restoration of monuments would attract new investment to the community.
اعادة احياء حي الدرب الاحمر
آدى نظام الايجارات طويلة المدى و غياب الملاك الى جانب سنوات من الاهمال للمنازل الى انحدار احد احياء القاهرة التاريخية وهو حي الدرب الاحمر. لذلك شرعت مؤسسة اغا خان للثقافة بالمبادرة الى اعادة تجديد هذا الجزء المهم من القاهرة الكبري.
على احد جوانب حديقة الأزهر يوجد الجدار الايوبي من القرن الثاني عشر -- وهو سور أثري يحيط بالقاهرة القديمة و الذي كان قد اعيد ترميمه. وعلى الجانب الآخر من هذا الجدار نجد حي الدرب الاحمر بسكانه من الفقراء والطبقة العاملة الذين فرضت عليهم قوانين الاثار ، عدم ترميم منازلهم او بناءمساكن جديدة.
لقد قرر مخططي المدن ان السبيل الوحيد للحفاظ على السور هو اجبار السكان على الخروج من المنازل المقامة علي الجانب الاخر. فاستغلوا قوانين الآثار لوقف اي اصلاح او اعادة بناء للشقق السكنية معتقدين ان ذلك سيؤدي على المدى الطويل الي مغادرة المستأجرين لهذا الحي المتدهور. و لكن لم يستطع بعض المستأجرين محدودي الدخل من المغادرة بسبب الايجارات البسيطه المحدوده للشقق.
من اجل ذلك فقد تدخلت مؤسسة اغا خان للثقافة، التي كانت قد طورت حديقة الأزهر، بأنشاء صندوق للمساعدة على اعادة بناء هذاالمجتمع. قامت المؤسسه بدفع سبعين بالمائة من تكاليف الاصلاح و يدفع المستأجرون ما تبقى من الثلاثين في المئة.
تقول عائشة ، التى تسكن في 28 شارع درب الشغلان ، ان المبنى كان في حالة يرثي لها وكان أيل للسقوط. وانهم لم يكونوا يعيشون فى أمان ، عندما كانت تمطر كانوا يغادرون المنزل خوفا من ان ينهار عليهم.
يقول مسئول الموقع المهندس محمد عبد الستار، عن احد المباني الموازيه للجدار الايوبي والتي يعاد تجديدها ، ان هناك ثلاث اسر تعيش في كل طابق من المبني و في كل طابق حمام مشترك للاسر الثلاث ، ولكن مع إعادة التصميم للمبنى القديم سوف يكون لكل شقة حمامها المستقل.
ولكن قبل ان تبدا أعمال البناء هناك بعض التحديات البيروقراطيه في التعامل مع السلطات والمسؤولين المحليين. وهناك ايضا المفاوضات مع الملاك والمستأجرين، كل هذا قد يستغرق عدة اشهر قد تصل الى عامين. ولكن بدون مثل هذه الجهود المبذولة لتنشيط حي الدرب الاحمر كان يمكن ان تنهار هذه المنطقه الحضاريه ولا يجد اهلها سبيل الا الانحدار. وبدلا من ذلك ،اصبح لديهم حافز للتغيير والرقي و اصبحوا مثلا يحتذي به.
تأمل مؤسسة اغا خان للثقافة ان يؤدي تطوير المنطقة ببناء المنازل الجديدة ، واضافة حديقة ،وترميم الاثار من شأنه اجتذاب مستثمرين جدد الى المجتمع.
