Actually, the disbandment of the USSR played a bigger role in Estern Europe's current state of economic disparity. There were sertain ecomomic links and contacts with the USSR and other communist states here in Estern Europe that everyone had known. What you said played a big role in the problem, along with the whipplashing change from socialism to laissez-faire capitolism which NO ONE was prepared for along with our succesfull industries beeing soled to larger Europien companies.
