    IQ is actually very superficial.

    Much of the problems in Africa are due to poor leadership and corrupt governments. That is obviously out of the general population's control. Many Africans fortunate enough to get educated immediately leave Africa once the opportunity presents itself and do exceptionally well in their new countries.
