@NVergilio Yes, that's a Wayside Horn. It plays a synthesized recording of a locomotive horn on a loudspeaker to warn drivers of an oncoming train. In my opinion, these devices are not very effective. The sound of the loudspeaker is dumbed down when the windows are rolled up while in a vehicle.
