Black Bolt is the monarch of the Inhumans, a forced genetic offshoot of the human race created by the alien Kree. The Inhumans decided to allow the most genetically advanced of their race to be their ruler. Many of their race possess superhuman powers due to their exposure to the Terrigan Mist, a substance that causes rapid genetic advancement.

@blackice705 As I understand it, he has the power to control atomic particles or something like that. His powers are linked to the speech function of his brain, so if he even so much as whispers, he releases enough energy to destroy a city. He can also use something called the Master Blow, which is a punch strong enough to shatter the Hulk's bones, but leaves him weakened afterward. He can also fly, and I think use telepathy. Even cosmic beings fear Blackbolt's power.
