Introduced by Harvard Kennedy School Professor Jane Mansbridge, World Bank Lead Economist Vijayendra Rao recently led the seminar "Dignity through Discourse: Poverty and the Culture of Deliberation in Indian Village Democracies." He examined over 290 transcripts from village meetings in South India, empowered by the Indian constitution to play an important role in the governance of every village, to demonstrate how boundaries of caste and status are breached within them, and definitions of poverty and beneficiary selection understood and interrogated.
