@lauramichelle1995 The name of this cartoon is called Asterix and Obelix. It's French and translated into English. I never saw it as a child. They're two Celtic Gauls in Brittany, France whose people held out against the Roman invasion. I posted this because I am familiar with the "hot potato" tendencies of bureaucracy.
