It seems like Qe5 may be a reasonable alternative to Rxb2 sac. Threatens mate and defends g7. Nf6+ exf6 Qxh7+ Kf8 -> e7 looks winning for black.

...Qe5; Qxh7...Kf8; Qh6. White can have a perpetual check in this position. It black tries to avoid with Ke8, black move Ng7 threatening mate. Black Qe5 is not advisable, the video is well explained.

there's no perpetual check for white after Qe5. If white Qxh7, then Kf8. black wins. And after Qe5, if white Nf6+ exf6, Qxh7 Kf8, Qh8+ Ke7, black wins. Garnier lost.
