He's doing a warp glitch between the first two levels. Having one Kong, or both in the Funky barrel, you can press a button (A, B, Y, X or Start) in the corner on the map screen between the levels. You need perfect timing.

No, he isn't cheating. You'll only be damaged by the fire if you stand on the middle of the barrel. You can easily stand on the side without getting hurt, try it yourself.
