Never use BITLY. They have a home-cooked algorithm that flags 'affiliate' links with big RED Warnings. It seems that they are wrong more times than they are right. I urge you to re-check all your BITLY redirects every few months to make sure they're not flagged. TINYURL seems to keep clear of the link-policing role that BITLY has taken on.

Should i use a 301 redirect when changing my home page title?
My Question:
A link on a side page ranking 0 (Main page ranking 3) pointing back to my site,
Does Google consider this a good link, or would this link have more power coming
from the Main page?

It depends on if the shortening service is using 301 redirects or not, Google will just follow whatever the shortener is doing.
