The US military just operates based on changing policies of the douchebags in Washington. One second the US is killing anyone they think might be a threat, the next they are acting like they can just build a road through their town and make up for their heinous presence and actions, and throw confusing bureaucratic paperwork at them. Americans must seem completely insane and violent to Afghans.
