For anyone curious, that's either the Fort McHenry Tunnel or the Harbor Tunnel. Both are pretty close to each other and both could potentially be used to get from White Marsh to Ellicott City.
They're something we kind of take for granted when we go through them frequently, but still pretty amazing to drive under the harbor like that.
The Chesapeake Bay Bridge-Tunnel down at the mouth of the Chesapeake Bay is even more impressive.
