I saw the Dortmund show on this tour in 1994 (which was a few days before this one) and I think he had been ill with something flu-like? Long time ago now.

He's not actually drunk, he's getting into the theme of the song. I used to have this whole concert on tape and he doesn't look drunk like this in any of the other songs. Though he does look rather bloated for the whole thing and you can kind of see him get gassed about halfway through and he doesn't really recover.
