Public officials are turning to the same technology advances that businesses have been using—automation, smart sensors, analytics, visualization and computational modeling—to help make our public safety systems smarter and real time, and drive a fundamental shift from responding to events to anticipating and preventing them, when possible.
I don´t think that Spain is exactly a model to follow in terms of policing and public safety. The police won´t even bother to come unless there is a life and death emergency. For everything else that needs police attention you are on you own.

This is not about creating safety, it's about turning cities into surveillance grids and countries into surveillance societies because governments are control freaks. Look at all this technology. It's so Orwellian. Fear is used to sell it and people are such apathetic idiots they just give in.
