There was a tornado in Kapolei in 2009 in february. And It actually touched the ground lol. They hardly ever touch the ground.

True, but there could be complications from that.
Also, waterspouts (which is what this is) are generally weaker than normal tornadoes and usually dissipate quickly after hitting land and generally do not warrant tornado warnings.
