Instead of an effort to add incentives, the Congress should focus upon removing the disincentives that they have created through taxes and regulation. The legislatures' are to blame for driving jobs out of this country. Making a speech will not undo the damage made by non-objective laws.
In fact, claimed "incentives" are nothing more than the selective and discriminatory suspension of such disincentives. Generally removing unjust laws liberates the economy from legislative oppression.
