Totò is a barber who has been in jail for more than 21 years (for a crime of passion). He write songs. In this scene, one of the jailmates sings one of them, coached by Totò during a shaving session.
The song is a lament for a woman long gone. Two are left mourning behind, the singer and his home. "Casa mia".
There is no comedy here except somewhere on Totò's face, which naturally holds some of all joys and all sorrows all the time.
Obviously, Totò actually did compose this song.
