How do you know there's no access?
There could be access on the other side of the house for all you know!
Making a judgment call from the street is ill informed.
And houses aren't designed with mechanical contractors/plumbers in mind. That would be silly.

Code also states safe access, 24" wide walkway, 30" wide LEVEL work area, 30" unrestricted access to electrical components, etc etc etc
The point I make on my account about my area is that they do not ENFORCE codes. The wheels are greased in this county. And of course sheer ignorance is mixed in.
