*NOTE* Use the developers console at your own discretion, if you intend to use it as a means to help you through the game, back up saves are suggested, as dev consoles can make the game buggy.
*NOTE 2* When obtaining at least Leliana through these means, the game does a peculiar thing. It makes her simply a Bard, not a Rogue-Bard just a Bard... You can then pick her other class and she will be a Bard-Ranger or whatever, but still no Rogue skills... There is a way you can fix it but you will lose 1 specialization point, at this time I do not know of a script to add spec points. Here is what you do:
After you have obtained Leliana, when you are anywhere with her (except camp) click on her character, remove everything from her in the inventory screen and then exit. With Leliana still selected, press the tilde key "~" and after backspacing a few times type runscript rogue. This will make her a level 2 Rogue, you can then go to your camp and through the character menu (press C) you can level her up as she will be a Rogue that is 1 level lower than you, the problem I encountered was that she loses the 1 spec point. If I find a fix I will post it here.

"Alter game files at your own risk and always make backups! Make a shortcut for the file daorigins.exe found in C:\Games\Dragon Age\bin_ship\daorigins.exe or wherever you installed the game and got to Shortcut Properties. Under Target, add -enabledeveloperconsole at the end so it looks like this:
"C:\Games\Dragon Age\bin_ship\daorigins.exe" -enabledeveloperconsole
Now, open the keybindings.ini file found in the game folder (My Documents\BioWare\Dragon Age\Settings\).
Then you'll be able to press ~ (or the key above Tab) for the console. Note that you won't see the console but there will be a line of symbols in the upper part of the screen as you type. You might want to press backspace a few times before you start typing just in case. Enter the following codes for the desired effect:
* runscript addxp X - Adds XP in the amount of X (1000 = 1000 XP)
* runscript zz_money X - Adds copper in the amount of X (1000 = 1 Gold Piece)
* runscript pc_immortal - Infinite health (will not drop below 0)
* runscript zz_addparty NPCname - Add party member by name
* runscript ai off - Turns off AI
* runscript selectparty - Party selection screen
* runscript chargen - Origin screen
* runscript killallhostiles - Kill all enemies
* runscript zz_addapproval X Y - Add approval to a character
* runscript zz_addparty - Add player beyond party limit
* runscript healplayer - Heal party
* runscript bowlingforferelden - Knocks back enemies and adds a shield
* runscript zz_dropparty - Removes entire party
* runscript zz_talk_nearest - Talk to nearest NPC
* runscript zz_pre_strategy - Teleport party to Duncan's fire in Ostagar
* runscript zz_pre_demo2 - Teleport party to Ostagar
* runscript wizard - Become a Level 2 Mage
* runscript rogue - Become a level 2 Rogue
* runscript warrior - Become a Level 2 Warrior
* runscript addtalent X - Add talent or spell, where X represents a specific talent or spell (1-?). Note: Some digits may be unusable talents/spells
* runscript removetalent X - Removes a talent
Character Codes (for use with certain cheats, enter the number below for the desired character)
* 1 - Alistair
* 3 - Morrigan
* 5 - Shale
* 6 - Sten
* 7 - Zevran
* 9 - Leliana"

I am sorry if you are having problems, I can't really offer much support with getting the dev console working. However if you want me to try and help you, give me a good amount of details to work with.
Like it shows in the video, this works for me. So I'm not sure what problems you could be experiencing.

Well on my computer it's showing this:

Which shows the your spacing is off a touch. Make sure you have it spaced correctly, I'll write both of the strings into the description, I don't know why I didn't think of it before...
