I think it's fair to say that everyone in the game is ostensibly speaking English to one another as the common language. Almost all in-game text from street signs to newspapers is in English, the game has 4 Americans and two English subjects. Europeans commonly speak English. Even Ryu while Japanese has some American in him via his father Joe (owing his green eyes to this) and is married to an American, Irene Lew. That said they are speaking Japanese because it's a Japanese game.
