City-Owned Blight - Review of Neighborhood Transformation Initiative Properties

Philadelphia City Controller Alan Butkovitz reviewed a sampling of city-owned properties that were included in his 2009 audit of the City's Neighborhood Transformation Initiative (NTI), which was established by former Mayor John Street as a means to eradicate the City's ongoing blight problem.

The Controller inspected these sample properties to find out if blight existed at NTI properties. Along with the unpleasant appearance that many of these blighted properties provide, some of these properties were scenes to violent crimes such as homicide, rape and robbery.
