Al Qaeda/The Base/The Database is more of a technique than an actual group. Just read the RAND corporation's 1962 classic "Counterinsurgency, A Symposium" or, more recently, the Brookings Institution's 2009 doc "The Path to Persia."
The US finds a small radical right-wing anti-secularist Islamist militia group in a foreign nation sitting on resources it's corporate controllers want. Then, it arms the shit out of that group & proceeds with Rollback. [See next comment]
