Here Here. I am assuming it is also rated TV-14 back in the mid-1990's. I could be wrong on when FCC enforced those type of ratings.

You kind of get off topic talking about the gay community and while I see your point I'm not sure what it directly has to do with this ruling. And I think maybe the FCC was more opposed to the combination of her backside and front nudity, which was only censored by her hands. Good critique though, I feel more informed about the issue now.
